Why does the new iPad not come with Siri

The new iPad ships on Friday sans Siri - The virtual assistant that was a major hit with the iPhone 4S. Siri now seems to also be in a bit of trouble with one man in New York suing Apple over Siri. The case has to do with the misrepresentation if Siri with the man claiming that Siri does not work as performed. Siri also does not have the amazing capability as portrayed by Apple ads. Siri apparently has gotten weaker over time and answers from Siri are clearly off the mark.
