Once you start your Google+ hangout you should see a link that appears at the bottom saying 'Hangouts with extras'. Click on it and your done.

It is easy to set up and you can be ready to run in a minute. make sure the people you want to video conference with are all in your specific circle. Once you do that you can invite only those people to hangout with you.
